Pendampingan Akreditasi Standar Tata Kelola Rumah Sakit (TKRS)

Rumah Sakit X adalah rumah sakit swasta yang cukup dikenal di wilayahnya. Secara layanan klinis, RS X tidak pernah kekurangan pasien dan secara umum cukup dipercaya masyarakat. Namun, ketika rumah sakit ini mulai mempersiapkan diri untuk akreditasi terbaru, mereka menemukan bahwa satu area penting justru belum pernah benar-benar disentuh secara serius: Tata Kelola Rumah Sakit.

Struktur dan peran di tingkat pimpinan belum sepenuhnya tertata. Pengurus yayasan sering kali ikut dalam pengambilan keputusan operasional, tidak ada kebijakan benturan kepentingan, dan rapat manajemen berjalan tanpa dokumentasi resmi. Dalam situasi seperti itu, muncul kesadaran dari pimpinan bahwa tanpa perbaikan tata kelola, bukan hanya akreditasi yang terancam, tetapi juga keberlangsungan rumah sakit secara jangka panjang.

Saya masuk sebagai konsultan untuk mendampingi mereka membangun sistem Tata Kelola Rumah Sakit (TKRS) yang sesuai dengan standar akreditasi nasional dan juga regulasi yang berlaku. Saat itu, Permenkes Nomor 26 Tahun 2022 dan perubahannya melalui Permenkes Nomor 20 Tahun 2023 menjadi rujukan penting. Peraturan ini secara jelas mengatur organisasi dan tata kerja rumah sakit, termasuk pemisahan fungsi antara pengurus yayasan dan manajemen operasional. Saya juga mengacu pada Peraturan Pemerintah Nomor 47 Tahun 2021 yang mempertegas kewajiban rumah sakit dalam menyelenggarakan layanan yang berkesinambungan dan akuntabel.

Namun, proses pendampingan bukan hanya soal mengutip regulasi. Tantangan utama justru ada pada pola pikir. Awalnya, sebagian pimpinan memandang tata kelola hanyalah formalitas administratif demi kelulusan akreditasi. Tapi saya tahu, jika mereka tidak mengerti makna sebenarnya, maka semua kebijakan hanya akan menjadi dokumen mati. Maka pendekatan yang saya lakukan bukan sekadar menyodorkan draft pedoman, tapi membangun dialog. Saya ajak mereka membicarakan hal yang lebih mendasar: untuk siapa rumah sakit ini berjalan, bagaimana kita ingin rumah sakit ini dipercaya publik, dan apa artinya kepemimpinan yang bertanggung jawab.

Diskusi-diskusi itu tidak selalu mudah. Ada rasa khawatir kehilangan kuasa, ada juga rasa cemas membuka konflik yang selama ini tertutup rapi. Tapi justru dari percakapan itulah muncul kesadaran bersama. Kami mulai menyusun pedoman tata kelola yang relevan dengan konteks RS X, memastikan pemisahan peran antara yayasan dan direksi, serta merancang mekanisme pelaporan benturan kepentingan yang selama ini diabaikan. Lambat laun, semua kebijakan dan struktur bukan hanya tersusun, tetapi dijalankan dengan semangat baru.

Ketika hari akreditasi tiba, asesor menilai area tata kelola rumah sakit sebagai salah satu kekuatan. Tapi jauh lebih penting dari penilaian itu adalah perubahan cara pandang para pemimpin rumah sakit. Mereka mulai melihat tata kelola bukan lagi sebagai kewajiban yang harus dipenuhi, tapi sebagai alat untuk menjaga arah, integritas, dan keberlanjutan layanan kesehatan.

Pendampingan ini bagi saya menjadi salah satu proses yang paling berkesan. Bukan karena semua berjalan mulus, tapi karena RS X berani menghadapi tantangan internalnya sendiri dan memilih untuk berubah. Mengacu pada regulasi saja tidak cukup, tetapi ketika peraturan disambut dengan niat yang tulus untuk memperbaiki, maka tata kelola bisa menjadi sumber kekuatan, bukan sekadar syarat akreditasi.

Dan di situlah letak transformasi yang sesungguhnya—ketika rumah sakit mulai menata dirinya bukan hanya demi penilaian, tapi demi kepercayaan yang harus terus dijaga.
