Standar Mutu Pengelolaan keuangan Pada Klinik Kesehatan

Kriteria

1.3.8.  Pimpinan Klinik dan Pemangku jabatan menunjukkan profesionalisme dalam mengelola keuangan pelayanan.

Pokok Pikiran:

  • Anggaran yang tersedia di klinik perlu dikelola dengan baik untuk akuntabilitas dan efisiensi dalam penggunaan anggaran. 

Elemen Penilaian:

  1. Pimpinan klinik mengikutsertakan pemangku jabatan dan pelaksana dalam pengelolaan anggaran klinik mulai dari perencanaan anggaran, penggunaan anggaran maupun monitoring penggunaan anggaran
  2. Ada kejelasan tanggung-jawab pengelola keuangan klinik
  3. Ada kejelasan mekanisme penggunaan anggaran dalam pelaksanaan program dan kegiatan
  4. Ada kejelasan pembukuan
  5. Ada mekanisme untuk melakukan audit penilaian kinerja pengelola keuangan klinik
  6. Ada hasil audit/penilaian kinerja keuangan

Kriteria

1.3.9.   Pengelolaan keuangan fasillitas kesehatan sesuai dengan peraturan yang berlaku

Pokok Pikiran:

  • Untuk menegakkan akuntabilitas keuangan, maka pengelolaan keuangan  perlu dilakukan secara transparan, sesuai dengan peraturan perundangan yang berlaku.

Elemen Penilaian: 

  1. Ditetapkan Petugas Pengelola Keuangan
  2. Ada uraian tugas dan tanggung jawab pengelola keuangan.
  3. yang disusun sesuai dengan rencana operasional
  4. Laporan dan Pertanggung jawaban keuangan dilaksanakan sesuai ketentuan yang berlaku
  5.  Dilakukan audit terhadap pengelolaan keuangan dan hasilnya ditindak lanjuti

Pengelolaan Data dan Informasi

Kriteria

1.3.10.  Harus tersedia data dan informasi di klinik yang digunakan untuk pengambilan keputusan baik  untuk peningkatan pelayanan  maupun untuk pelaporan ke pemilik dan regulator (Dinas Kesehatan Kabupaten/Kota).

Pokok Pikiran:

  • Pengambilan keputusan dalam upaya meningkatkan pelayanan perlu didukung oleh ketersediaan data dan informasi.  Data dan informasi tersebut digunakan baik untuk pengambilan keputusan di klinik dalam peningkatan pelayanan maupun pelaporan sesuai yang dipersyaratkan oleh regulator.Data dan informasi tersebut meliputi minimal: data wilayah kerja yang menjadi tanggung jawab, demografi, budaya dan kebiasaan masyarakat, pola penyakit terbanyak, surveilans epidemiologi, evaluasi dan pencapaian kinerja pelayanan, evaluasi dan pencapaian kinerja program, dan data dan informasi lain yang ditetapkan oleh regulator.

Elemen penilaian:

 
  1. Dilakukan identifikasi data dan informasi yang harus tersedia
  2. Tersedia prosedur pengumpulan, penyimpanan, dan retriving (pencarian kembali) data 
  3. Tersedia prosedur analisis data untuk diproses menjadi informasi
  4. Tersedia prosedur pelaporan dan distribusi informasi kepada pihak-pihak yang membutuhkan dan berhak memperoleh informasi
  5. Dilakukan evaluasi dan tindak lanjut terhadap pengelolaan data dan informasi
