Analisis PMK No. 18 Tahun 2022 tentang Satu Data Kesehatan: Kelebihan, Tantangan, dan Solusi Implementasi

Peraturan Menteri Kesehatan (PMK) No. 18 Tahun 2022 tentang Satu Data Kesehatan bertujuan untuk menyelaraskan, mengintegrasikan, dan standarisasi data kesehatan di Indonesia. Regulasi ini mendorong penggunaan data yang akurat dan interoperabel untuk mendukung kebijakan kesehatan berbasis bukti, meningkatkan efisiensi pelayanan kesehatan, dan memperkuat sistem informasi kesehatan nasional. Dengan adanya satu data kesehatan, seluruh fasilitas pelayanan kesehatan diharapkan dapat mengakses dan menggunakan data yang sama secara aman dan efisien.

Salah satu keunggulan utama dari PMK ini adalah kemampuannya untuk meningkatkan kualitas data kesehatan dan mempercepat proses pelayanan medis. Dengan sistem yang terintegrasi, riwayat medis pasien dapat diakses dengan mudah, sehingga mempercepat diagnosis dan pengobatan. Selain itu, regulasi ini membantu mengurangi duplikasi data yang sering terjadi akibat perbedaan sistem di berbagai instansi kesehatan. Namun, implementasi PMK ini juga menghadapi sejumlah tantangan. Salah satunya adalah kesiapan infrastruktur digital di berbagai fasilitas kesehatan, terutama di daerah terpencil yang masih memiliki keterbatasan akses internet dan perangkat teknologi. Selain itu, banyak rumah sakit dan klinik yang telah memiliki sistem informasi sendiri, sehingga integrasi ke dalam sistem nasional bisa menjadi proses yang kompleks dan memerlukan biaya tambahan. Kekhawatiran lain yang muncul adalah keamanan dan privasi data kesehatan pasien, mengingat risiko kebocoran data yang semakin meningkat di era digital.

Untuk mengatasi tantangan tersebut, diperlukan penguatan infrastruktur digital di seluruh fasilitas kesehatan, termasuk dukungan teknologi bagi daerah yang masih tertinggal. Pemerintah juga perlu melakukan sosialisasi dan pelatihan kepada tenaga kesehatan agar mereka siap dalam menggunakan sistem baru. Selain itu, regulasi terkait perlindungan data harus diperketat guna memastikan keamanan informasi pasien. Insentif atau bantuan anggaran bagi rumah sakit dan puskesmas juga dapat menjadi solusi agar mereka dapat beradaptasi dengan sistem satu data tanpa beban finansial yang besar. Dengan langkah-langkah ini, diharapkan PMK No. 18 Tahun 2022 dapat diterapkan secara optimal dan memberikan manfaat nyata bagi sistem kesehatan nasional.
